If, as stated above, the very concept of culture provokes so many debates, the difficulties in its definition and specification is heightened when we talk about cultural rights. So it is not surprising that its theoretical conception has seen such little development. Within this framework, we would like to stress the work done by the Fribourg Group, who in 2007 made the aforementioned Fribourg Declaration on Cultural Rights which established a point of inflection on the aware- ness of the need to deal with this issue on the international stage.
