In this section,we will illustrate how the outcome of a CBAis
almost arbitrary when there is no explicit principle deciding how
timetables should be determined(both in the do-nothing and in
the do-something scenarios).This is quite general;it is true
regardless of the institutional setting,i.e. which stakeholders
decide the use of the railway and what objective functions they
have.Which timetable principle is the most appropriate will
depend on this institutional setting. There is obviously a host of
possible such settings;here,we will only provide two simple
examples to illustrate the problem.
