All AWB generation and booking of cargo consignments is performed by the GHA. All cargo consignments transported by QR are 100% screened using dual image conventional X-ray and physical search (if there is any doubt with regard to the content of the consignment). In case of High Risk Cargo & Mail (HRCM), ETD is being used as secondary screening method. Cargo consignments in this facility are divided in to two categories; general cargo and perishables. Each one of these categories is screened in two different areas within the warehouse. The general cargo screening area had a physical barrier that separate public area from sterile area and any staff that cross this barrier were rescreened by ASM staff using HHMD. However, the perishables screening area did not have any barrier and instead there was an imaginary line that separate public area from sterile area. It was observed that staff were moving between public area and sterile mixing with unscreened persons without being rescreened. This is a major fundamental noncompliance with the QR AOSP and poses a significant potential risk to QR operations. This is a Category 1 Finding as described in NCASQCP and requiring immediate rectification.
