Nemeth (2008) considered resilience as a system’s property that is identifiable whenever the system responds to demand, through time. He suggested that the system’s capacity to respond should be measured in conditions: a) of both normal and suddenly increased demand, and b) upon system’s restructuring during normal operation, required in order to enhance quality to confront new and unanticipated changes. The measurement of resilience and the modification of the system towards the satisfaction of future demands, is according to Nementh (2008), the content of resilience engineering.
