The bigger the government grows, the more leverage the super CEO Prime
Minister has. C. Northcote Parkinson has pointed out that all pyramids have an
inherent tendency to rise. "Work expands so as to fill the time available for its
completion."17 Government expansion gives the super CEO increased power, income,
and prestige. His subordinates multiply. It also reduces internal conflicts in an
organisation by allowing some of its members to increase their personal status
without lowering that of others.18 Therefore, it is not surprising that the analogy of
government with business can easily find its way into the reform blueprints of government. Big business and big government are good qualities. With government
expansion, the super CEO has more cakes to distribute to the many cliques and
factions in Thai Rak Thai political party and within the bureaucracy. The key is for
the Prime Minister to have the ultimate say on who should get what new positions.
