the study revealed that ADB implemented the following HRD strategies for development of business manager: 1. cross-border trade and investment; 2. small and medium enterprises; 3.tourism resource development. There were also 3 sets of elements to be connected for a model: 1. Internal elements were the competences of business managers to work in GMS comprised of communication skill, leadership skill, managerial skill and understanding of international tread; 2.External elements were the Asian development bank's strategies and member countries' policies for business development . 3.System connections were roles of selected universities
