The government is working on clarifying the roles of provincial governments, particularly
the provincial Departments of Public Works and Transport, UDAAs, district governments, and
proposed municipalities. The concept of municipality is planned to be tested in selected towns.
The Ministry of Home Affairs is drafting a municipality decree for approval in 2012. This is likely to
affect institutional outcomes and the delivery of quality urban services. For water supply and
sanitation, progress has been made toward (i) better regulation, (ii) corporatization of provincial
water utilities, and (iii) annual water tariff adjustments. Development of the legal framework is also
progressing, with the Water Supply Law approved by the National Assembly in 2009 and the
Sector Roadmap and Action Plan approved in 2008
