Nope, they are actually two different disciplines. This one is Variable Weight, in which you go down with the sled but swim back up to the surface yourself.
The discipline in which Nitsch has his record of 214 is called No Limits, as Seany said. In that discipline you go down with the weighted sled, but also use the sled for the ascent. When you're at the bottom you (as far as I know) pull a pin and a balloon is filled with air, and it takes you back to the surface.
