At the province level by comparison, a similar analysis of inventory data shows that in all cases, the existing cold chain capacity is substantially less than is required for the population served, and therefore, provincial medical warehouses cannot store adequate vaccine stocks for a regular 3-month supply plus the required level of reserve stock. To increase their storage capacity to the required level, all provinces would need to install many more refrigerators, although most already have numerous refrigerators and freezers in use. Any large increase in the number of refrigerators would likely make vaccine management and distribution complex and difficult, and in addition, available space for such an expansion may be a constraint.
