Sheppared and Dibbion (2010) observed that the effectiveness of a school administrator is a function of his/her
ability to identify certain basic components of his/her assignment. He/She will thus be able to use his/her
expertise to apply these elements for the smooth running of the school. To this end, secondary school
administration could only function effectively through the application of the following elements: planning,
organizing, coordinating, commanding, controlling and decision making. All these carefully combined will
distinguish a good administrator from a bad one.
