I appreciate your effort in reaching out to us regarding your concern about the “Remove Ads + Watch HD Video” which you have downloaded and charged you twice. I know you don’t want to be charge for an item that you did not meant to purchase. No worries, I will do my best to help you out with your request.

First, what I did is, I’ve refunded the charge on your account. However, I found that there’s only one charge for your purchase. So within the next ten business days a credit of 0.99 USD should be posted to the credit card that appears on the receipt for that purchase.
The second charge that you are seeing is just to verify that the credit card which you have tried to add is active and if it has sufficient balance and that process is what we call "authorization hold”. This is not an actual charge and rest assured that this authorization hold will be remove by your financial institution.
The best way for you to confirm that there were no charge for your downloaded apps is to check your purchase history or visit this link: reportaproblem.apple.com.

HOW TO SET UP RESTRICTION.
Also I would like to share an additional preventive measure.
On the iOS device by default the ability to purchase In Apps is enabled. The device also has a default setting that only requires the account password to be entered every 15 minutes. For 15 minutes after the password is entered it will not be required again for more purchasing. Once the 15 minutes is up, the password will need to be re-entered.
You can disable In App purchasing and enable Password restricted purchasing, which means the password is required for all purchases no matter how soon after the first it was made. Please note that restrictions are device specific so you will need to set them on all your Apple devices. This article explains how to set these restrictions:

If multiple devices are used in your household, make sure the restrictions are enabled on all of them.
