The remaining question is the applicability of the Costa Rican story to the Cuban reality.
The similarities between the potential competitive strengths of the two countries lead us to
believe that some of the experiences that are described in the previous chapters could be of
some value and use for Cuban policy makers. Other similarities and opportunities need to
be ascertained, including a more detailed, quantitative comparison between the humancapital endowment of the two countries, in order to assess the value of the effort and to
guess where the low-hanging fruits could be.
