The SAOs’ obligatory functions:

1. Provision and maintenance of public transport infrastructure both of water and land transportation;
2. Provision and maintenance of public sanitary services (roads, waterways, walkways and public spaces and the disposal of waste;
3. Provision of prevention and eradication of epidemic diseases;
4. Provision of surveillance of public safety;
5. Provision of promotion of education, religion and culture;
6. Provision of promotion of the development of women, children, youth, elderly people and people with disabilities;
7. Provision of protection and preservation of natural resources and the environment;
8. Provision of preservation and maintenance of arts, traditions, local wisdom, and local cultures;
9. Performance of assignments from government agencies by allocation and distribution of appropriate revenues.
10. In addition, the SAOs may work in the following obligations:
11. provision of water for consumption, utilities and agriculture;
12. provision and maintenance of electricity, or of light by other means;
13. procurement and maintenance of sewage systems;
14. The procurement and maintenance of meeting places, sports, public
15. recreation spaces and facilities and parks;
16. Provision of agricultural groups and cooperatives;
17. Provision of promotion of family industry;
18. Provision of preservation and promotion of citizen‘s occupations;
19. Preservation and maintenance of public properties;
20. Gaining advantages and profits from SAOs‘ properties;
21. Provision of market places, ports and ferry services;
22. Maintaining government enterprises;
23. Tourism;
