Does this course of action violate any ethical duties or infringe upon any basic human rights?
In my opinion, implementing censorship policy doesn’t violate any ethical duties because Dean Jenkins and university’s administrator for information technology systems are responsible in monitoring and preventing any improper uses of the Internet. Implementing censorship policy is one among their duties.

Should the recommended behavior be prescribed through legislation or specific regulations?
In my opinion, for the nation-wide and organization-wide, it’s not necessary that censorship policy should be prescribed through legislation or specific regulations because it violates the basic human right ( the right to free speech).
However, for every single organization, it’s necessary that the monitoring, investigation, and punishment process of using “improper materials” to harm other people in the organization should be prescribed as organization’s specific regulations in order to prevent the harassment and organization’s legal liabilities.
