I am assigned to be responsible for documents beginning with preparing document, draft issue, send-receive documents, keeping, searching, memorandum, copy, word checking, keeping assigned documents e.g. parcel affairs for department of education, issue materials for office in budget year 2015.
Government correspondence is responsible for
1. The Prime Minister’s office regulations about filing, 2526 B.E. revised edition (2nd) to 2548 B.E.
2. National Council for Peace and Order regulations, 2552 B.E.
3. Secret Act, 2544 B.E.
Operation procedure
Preparing documents in department of education, I have acted based on the act as follow;
Receiving documents
Department of education is received an external document as follow;
- The most urgent, performer must act immediately.
- Very urgent, performer should act quickly.
- Urgent, performer should act as he can.
How to act when the document is received.
- Sequencing the important and urgent.
- Receiving documents.
- Stamp documents.
- Record documents.
- Separate documents.
All documents is then checked which it’s related to me or not, if it’s not, it will be sent to the center. The documents from the center are subdivided into two types; the documents from the center to approve and act and the external documents that relate to education which I have to perform. I also have subdivided documents into urgent, consider and perceive. The urgent documents tend to be acted immediately and the documents are divided into the most urgent, very urgent and urgent. The document will be submitted to the highest leader and others will be considered and sequenced based on the important. The document in the department of education will be stamped on the left hand side. On the right hand side will be stamped by the deputy’s office sign and register.
Receiving register will be sequenced based on calendar; number of register will match with the stamped register.

The document is then registered and read to conclusion and submitted to the director of department of education to perceive, submitted to the deputy of municipality and Lord Mayor respectively.
The registered documents have separated into informing issue and to be inquired. The document will be sequenced based on the important to submit to the Lord Mayor. The documents are then assigned to the performer and I will send to him/her. After that I will keep the document into the file.

Sending Document Operations
I first check the document that will be sent and then separate the kind of the document into general and unrevealed document. The unimportant document will be folded or using wire to stab. The sending document is classified into 3 types; secret, urgent and general. Most of the document from the educational department will be general.

Sending document
Nearby sector, non-secret or not very important, the document will be packed based on the size of the document. The related department will sign to receive the copied document and then the manuscript will be kept.
How to send the document
1. Sending by using manuscript by myself.
2. Sending via post office.

In case of sending by post office, the response notice from the post office will be checked to enroll and then keep filing.
Difficulty
Working on documents in the department of education, the problem will be delay resulting in staff and I cannot work on time. Some of subjects that it’s not related to the center but they still work so it cannot work continuously. The center sends the document in wrong relations to the department. When the document sends back, there has no responsible person so I have to response. The knowledge on regulations of documents is not accuracy. Sometimes, it works wrong objective. Working on documents should work carefully, love, good human relation, service mind. Typing should be carefully too especially Thai language. The typist should type the document carefully using Thai appropriately. Technology will also be used suitably e.g. keep filing, searching the documents.
Problem Solving
1. Asking for suggestion from the chief.
2. Using Royal Institute Dictionary for correcting of typing in Thai.
3. Study, search about regulations, Acts that related to work in order to be up to date.
4. Contact or exchange the knowledge within the office to develop.
Usage/references
To be used as handbook on working for documents, send-receive document. The operational procedure will be described clearly.
Working of keep filing (document)
I realize that documents are very important and improve to keep file neatly in order to search easily. All file will arrange orderly. I am now keeping all files into subdivided that make it can search more easily and quickly.
Keeping documents

Keeping during performing means keeping document that person is not performed.
Keeping after performed means keeping document after the assigned person has performed.
Keeping for checking means keeping document that is performed but it’s still used to check and uncomfortable to send back to the original sector that the document is sent.
All documents from Technician’s office, when I have registered document e.g. internal, external, or order document, I will divide document into 3 shelves to separate documents; received, sent and during performing from the bottom to the top shelves respectively.
When the shelf is full with documents, I am going to separate and number documents to keep it neatly and search easily as follow;
1. External received document will be kept the document from the external sector.
2. Internal received and sent document will be kept in the same shelf within the document from the Fao Rai subdistrict organization administration.
3. External sent document will be kept using the shelf for other sectors.
4. Procurement memorandum will be kept from the department of education.
5. Order document will be order staffs within the organization to perform their tasks.
6. Project document will be used for keeping the project from the department of education.
7. Copied evidence will be used for keeping copied document the related to the department of education e.g. store’s copy, copy of store owner, sports players.
8. Core team document is using for evaluate the performance and effective of staffs to pay bonus.
9. Document of sports center.
10. All documents using to establish child development center will be kept starting from establishing, students, and area.
11. Document is about master degree education of staffs.
12. Expenses planning report.
13. Controlling document within the department of education.
14. Supporting budget, agreement, keeps filing and agreement between Fao Rai sub district organization administration and other sectors that have been provided budget.
15. Seminar, all documents will be kept that related to staffs in the department of education.
16. Child development center expenses, keep documents to approve the budget and planning for child development center expenses.
17. Training how to perform operations that all documents will be used for the year budget.
18. Lunch project, keep documents that related to payment for the project of students for each center.
19. Decreased- increased transfer, transform of explanations, keeping documents that related to approve the budget in case of the budget is not enough.
Principal of file keeping
1. Read all documents carefully and then classify into section.
2. Sequence date of the issued documents
3. If the urgent case, the document will be placed at the top of the file to realize that it’s very important.
Advantages of classifying documents
1. All documents are able to be searched easily.
2. Keep documents neatly.
3. Able to get document quickly.
Difficulties
1. Sometimes, documents cannot be classified especially the document from other sector because of it’s not sure which sector should be response.
