This Annual Progress Report summarizes the contributions of the Core Environment Program (CEP)
toward the shared regional vision of a “poverty free and ecologically rich [Greater Mekong Subregion] GMS” through development of “a green, inclusive and balanced economy.”1 The long-term objective of CEP is the achievement of an environmentally friendly and climate resilient GMS Economic Cooperation Program. CEP interventions concentrate on high value ecosystem landscapes, the services flowing from which are crucial for sustaining economic growth in the subregion. These landscapes are increasingly under threat from economic and population growth, due to rapid
development along interconnecting economic corridors.
At the 5th GMS Summit in December 2014 in Bangkok country leaders recommitted to inclusive and
sustainable development, adding momentum to CEP and affirming its increasing relevance. Further
refinement of the GMS Regional Investment Framework (RIF), and its Implementation Plan for 2014–
2018, provides a concrete entry point for CEP engagement.
Increased emphasis on environmental sustainability in Asian Development Bank (ADB) country partnership strategies for the GMS countries has created opportunities for CEP to influence national processes. GMS countries have shown a strong interest in policy and institutional reforms to address climate change issues and adopt green growth strategies. During 2014 all six GMS countries evolved their environmental policies and legislation.
Thailand introduced a national waste management roadmap, Myanmar enacted Environmental
Conservation Rules, Cambodia continued to reshape its environment sector as part of wider postelection reforms, and Viet Nam approved a master plan for biodiversity conservation.
