There are many factors to these problems. One is the slow process in putting up cellular sites and towers because of the difficulty in securing permits from the government and the land owners. Permits are required because of health and security issues that are at risk in the construction of these sites. It is also hard to identify and verify who owns the lands which are prospective sites for tower construction.
Another disappointing fact is that the government seems to lack value for the information and communication technology (ICT) in the country, especially its importance for the education sector. Urban areas can have access to internet but it is very difficult for those in the rural areas. Also, only those who can afford to pay more will have the privilege of getting faster internet which means those who do not have enough money will only get what is left for them.
To access the internet in Myanmar, every house should have a home phone cable and identity card which will be used for the processing of the internet connection. The user has to pay a charge of around 500 dollars but they cannot use the internet immediately because it will take around 1-3 months for installation.
