Over the last 50 years, Vietnam has recorded an average temperature rise between 0.5 and 0.7oC and an average sea level rise of 20cm2, whilst rainfall and severe storms have fluctuated unpredictably. In December 2008, in order to adapt to these and other climate change (CC) phenomena, the Government of Vietnam launched the National Target Program to Respond to Climate Change (NTP-RCC), which will run until 2015. The objective of the program is to support greater sustainability in economic and social development and poverty alleviation in Vietnam by increasing the capacity of the country to adapt to CC and increase mitigation efforts.
