Once again, Johnson was faced with the problem of how to handle an administrative situation over which he had no direct line responsibility. Abrams and Eden worked for the systems section head, and although Johnson had kept him informed on all developments in Florida, the geographical separation seemed to Johnson to make him the one who had to cope with the problem on the spot. There was always a question as to how far he could go in handling the matter because of his inability to make any commitments that would be binding on the section head.
