Despite the great impact of the reform, the figures for
absenteeism and disability did not drop substantially.
Only between 1993 and 1995 was there a decrease in
disability inflow, but in 1997 this percentage was the
same as in 1993 (Table 1). The disappointing results
prompted the government to interfere in the process of
reintegration by launching the Law on Gate-keeping
Disability Insurance (2002) and by starting a program
of OHS covenants (2000) that was aimed at greater
involvement of employers and employees at branch
level in health and safety matters.
