The guidelines have utility for the application of System-4 concept of organization improvements. However, Likert was conscious of the problems involved in adapting System-4 to all organizations. This is clear when he says that differences in the kind of work, in the traditions of the industry and in the skills and values of the employees of a particular organization require quite different procedures and ways to apply appropriately the basic principles of System-4 management. Actual realization of System-4 conditions of management, therefore, depends on the complex interplay of factors and forces at work in real organization life.
