Investing in productivity-enhancing technology, equipment, and facilities increases indirect costs, often expressed as a burden on the hourly rate for direct labor. This extra cost must be measured against the savings in labor costs. Additionally, some of these investments increase flexibility, while others decrease it. This factor can be difficult to evaluate, but is important and must be analyzed in each case. The same general comments apply to training and to the quality of management.
