With the rapid development of socio-economic, the
logistics industry plays an increasingly important role in
national economy. In 2008, the National Social total logistics
cost is 5.4542 trillion RMB, up 16.2%, an increase of 4.4
percentage points lower in 2007. Total social logistics
expenses accounted for 18.1% rate ofOOP, compared with
0.1 percentage point decline in 2007[1]. Urban logistics is a
new field in the logistics and a new issue in urban
construction and management. Urban logistics is mainly
refers to logistics which is severs for city, and it meets the
urban economic development needs. In China, urban
logistics theory and practice have just started and there is a
desperate shortage in urban logistics management experience.
The situation of urban logistics is not optimistic. There are
serious gaps, inconsistencies and waste in urban logistics,
mainly in:
a) There is a lack of general plan in the system of
urban logistics, which result in duplication of investment in
logistics facilities and great waste and restrict the transverse
resources integration of urban logistics. So that enterprises,
enterprises and customers can not collaborate fully, and the
level of operational efficiency of the logistics stays low [2].
b) There is an imbalance of supply and demand in
urban logistics. The level of socialization and specialization
of urban logistics are not high, especially the strength of
third-party logistics enterprises have not yet emerged in
large numbers, the overall of logistics supply capacity is
lack. The companies stick to "large, small and complete"
business model and the implementation of self-logistics. It
is difficult to form a unified between industries, so that it
can not form an effective logistics needs.
c) The various enterprises are not from the urban
logistics systems perspective when they are in the pursuit of
rational planning of their own logistics centers, optimization
and design of delivery route measures. It not only affects the
efficiency of enterprise's logistics, but also causing a
disorder state of urban logistics in a certain extent. Every
city has a large number of production enterprises and
circulation enterprises, and each enterprise has its own
logistics facilities and logistics resources, which create not
only a huge waste, but also an inefficient operation of the
urban logistics and business logistics.
Due to lack of integration, in the majority of urban
logistics projects are the expansion of supply capacity, rather
than being integrated the existing resources to enhance the
supply capacity. A lot of low-level resources are duplicated.
Therefore, there is a serious problem in the resources
integration of urban logistics.
