Major Responsibilities
Identify opportunities for procurement by formulating, leading, and implementing contracting and procurement strategies on initiatives for third party goods and/or services.
Research categories and markets from internal and external data, identify the right sources of information, and set up channels to transfer knowledge to the appropriate stakeholder.
Collect data and conduct analysis on internal factors such as spend and customer requirements, as well as external factors such as industry and market dynamics, and products/services trends
Develop and analyze industry and supplier/contractor cost models, as well as total cost of ownership models
Conduct RFx for gathering quotation from suppliers/contractors and closely work with requestor to evaluate bid result, if required.
Analyze item specification or scope of work required by requestor and closely work with requestor to identify supplier/contractor and negotiate contract for specific Purchase Requisition
Perform response reporting and scenario analysis as input for final supplier/contractor selection
Support identification of opportunities and actions for continuous improvement through suppliers/contractors performance analysis and internal KPI data
Secure knowledge transfer and exchange by storing and maintaining (analytical) project deliverables and templates in knowledge repositories managed by Knowledge Coordinator events for opportunities to automate procurement (i.e. addition of items or services to electronic procurement tools)
Smoothen goods and/or services procurement of day-to-day operation to serve the Plants requirement and ensure the goods/ services are properly expedited and delivered on time.
Closely work with e-Sourcing Analyst to create e-Sourcing event, if needed.
Develop e-Sourcing strategy and plan collaboratively with the Category Lead/Procurement Division Managers
Prepare the bid evaluation analysis for Category Leads including qualitative information provided by suppliers/contractors and supplier/contractors pricing structure
Develop consolidated overview of all suppliers/contractors proposals; score suppliers/contractors responses according to established criteria
Leverage experience in e-bidding or Ariba tool to set up information / negotiation events in electronic tools
Provide technical background information on system capabilities (e.g. bidding and evaluation scenarios) and communicate to relevant stakeholders about the benefits and limitations of various system
Conduct e-bidding event under supervision of Category Leads as needed and resolve any questions from suppliers/contractors, stakeholders and Category Leads
Qualifications
Bachelor degree in Business, Supply Chain, Marketing, Engineering or equivalent
Strong interpersonal skills (oral and written); able to interact with personnel in various functions and at various levels of the company
Strong ability to make decisions and follow through
Able to work under pressure
Punctual and able to meet deadlines
Able to get up-to-speed quickly; willingness to learn
Commitment to and enthusiasm for the Procurement discipline, and achieving higher levels of overall performance in the discipline
Creative, multi-tasking, quick adoption is preferred
Computer literate with MS Word, Excel, and PowerPoint
Good Command of spoken and written English
