Special Services - Short Codes and overuse of ‘1’ range
The ‘1’leading digit is for a number of regulatedshort code services.
• ‘10’,‘11’ and ‘12’ and ‘17’ ranges havebeen reserved for operator services (although operators are using the ‘11’ range for “Call Centre services”
• ‘13’, ‘15’ and ‘19’ are for Government services;
• ‘14’and ‘18’ ranges are for State Owned Enterprises and community services;
• ‘15’ is reserved to essential Government services;
• ‘16’ is reserved to agencies and non-profit organizations, public service and some enterprises with branches across the country;
• The ‘19’ range includes emergency services however these are being re-specified into the ‘11’ range as four digit services.
The ‘1’ range is now fully used and cluttered with uses of numbers that should be appropriately placed elsewhere in the number space. Many of the services are duplicated or similar and could be rationalised to reduce the demands on number space. The ‘0’ range is both available for additional uses and is a suitable location that would minimise disruption of existing uses of services that are presently established in the ‘1’ range.
Observation 5 the ‘1’ range is cluttered, overused and in a number of instances inappropriately used. The block warrants a review and revision that compacts some services and moves others to a more appropriate location in the number space.
Suggestion 5 Services currently provided under digit ‘1’ should be reviewed and “de-cluttered”. New service types should be specified and those services in the ‘1’ range that warrant being moved should be transferred to the newly specified ranges. Services that particularly warrant migration include National Rate / Call Centre services (suggestion is to move these to a new ‘07’ numbering range, so that these Call Centre services become for example 07001XX, where 1XX is the current number) and specific provision should be established for Freephone (suggestion is ‘08’) and Premium Rate (suggestion is ‘09’) services. The example database includes provision for such services.
