The reason why this theory has come into the picture is that a crime is a crime, no matter at what age it is committed. Just because a child commits a crime does not mean that the crime is not committed, it does not mean that the victim didn't suffer. It does not mean that because it was a child who committed the crime, the family of the victim does not continue to suffer.
