The MPT already charges a once off allocation fee and an annual fee for the ongoing use of telephone numbers. For fixed services the annual fee is on active subscriber while for mobile and WLL, the fee is based on numbers allocated whether active or not. Charging for numbers is both a source of revenue andwhere the charge is on numbers allocated, assists efficiency of use of numbers. Where the arrangement is to charge the operators was for all numbers allocated to them – not just numbers in use, the operators would be keen to use their stock of numbers more efficiently. Stocks of numbers that they felt were more than their needs would be returned to the MPT for later allocation as needed and provide the MPT with opportunity to more tightly manage the number space and introduce new planning and management measures.
