CARICOM presently faces challenges in its capacity to satisfy SPS requirements and use SPS measures as an instrument of trade policy. An assessment of the SPS capacity of the Region within the con- text of commitments assumed under the CARIFORUM-EU EPA has identified var- ious SPS needs.61 The assessment concludes that a considerable amount of work has al- ready been done to improve the Region’s SPS capacity, although several deficiencies remain.
