Goodin (1982, ch.3) argues that opinion is shaped by experience, and that values and
perceptions of interests change constantly. If popular opinion had been the test, it is
doubtful whether there would be any Social Security system in the United States, and if it is
taken as the test in the future there may never be a National Health Service there. He
describes the emphasis on what people want as 'myopic'. (p.42)
