Studying the realities of principals’ lives necessitates recognition of the place and influence of values and values conflicts (Busher & Saran , 1994; Cuban, 1994). Values provide principals with guidelines for selecting certain courses of actions from among alternatives. Yet the multiple values extant in the school community often conflict with leader’ values (Campbell-Evans, 1993). As a result of values conflicts, school leader increasingly face situation where there is no solution that can readily satisfy all parties (Begley, 1996). Such values conflict situations can be classified as dilemmas.
