Setting positive examples and monitoring progress will help sustain the momentum for further reform and structural adjustment towards the Bogor targets. However, it is impossible to certain that the momentum will be sufficient to overcome the most entrenched regulations and protection. Few can foresee the day when the Japanese or Korean governments would eliminate voluntarily, protection of all of their agriculture. Many doubt if the US Congress, would ever authorize any unilateral reduction in protection for their uncompetitive textile and clothing manufacturers.
