The issue of dispute settlement is dealt with in Article 11 of the Treaty,
which states simply that “Any disputes about the interpretation or application of this Treaty shall be settled by consultation or negotiation.”
Finally,Article 13 of CMATS provides that the Treaty “shall enter into force on the
day on which the Government of Australia and the Government of the
Democratic Republic of Timor Leste have notified each other, in writing, that
their respective requirements for the entry into force of this Treaty have been
complied with.” This was duly achieved through a formal exchange of notes,
in Dili, on 23 February 2007, with the IUA being ratified in conjunction with
CMATS.
