In her policy memorandum ‘Zorg die werkt’ [Care that works], the Minister says she does not want to punish or taint unhealthy behaviour. She is going to put a stop to campaigns for a healthy lifestyle. Instead, the Minister wants to design healthier living environments so that people themselves choose a healthier lifestyle. One example would be putting stairs in a visible spot and the lift at the back of the building. ‘Such initiatives to tempt people into making a healthy choice sound sympathetic but are actually manipulation in disguise’, thinks Plantinga. ‘It’s then the government deciding what is good and which choices citizens need to be tempted to make.’
