A gender action plan (GAP) for the Pakse Urban Environmental Improvement Project has
been prepared to ensure that different needs of men and women are incorporated in the planning
and design of project interventions and meaningful participation of men and women is ensured in
project implementation. Participation mechanisms will be at both project management and
community levels. The GAP stresses inclusion through (i) capacity development; (ii) formation of
community-level structures targeting women’s participation; (iii) consultations on design and
implementation of infrastructure improvements; (iii) employment; and (iv) internship opportunities
in the project. To this end, the GAP specifies gender actions with respect to each of the project
outputs. The GAP is based on a gender analysis that was prepared for the Project, and is
designed in accordance with ADB’s Policy on Gender and Development (1998).
