Illegal bottom trawl fishing provided about 150% of the daily income of licensed fishing, so there was a strong economic incentive for fishermen to fish illegally. Therefore, the “Fisheries Act,” implemented with limited enforcement resources, could not counter the continuous increase in the number of illegal bottom trawl vessels. A report on bottom trawl fishing estimated that the number of legal and illegal bottom trawl vessels were 352 and 4500 in 2000, respectively (Table 1) [13]. Presently, the “Fisheries Act” regulates the legal trawl vessels between 20 and 60 GT as medium in size and 60 and 140 GT as large in size, respectively. The total number of crew on legal and illegal trawl vessels was estimated to be 3733 and 13,900, respectively (Table 2). And the total annual production of legal and illegal trawl fishing was estimated to be 124,460 and 135,000 MT, respectively (Table 3).
