Government Efforts to Promote Energy Management
Government efforts to promote EnMS implementation are structured to meet the domestic
needs of industry and to fit within the local policy context, which could include an array of
policy goals that address industrial competitiveness, energy, and sustainability. Governments
can position adoption of EnMS as a path to industry compliance with mandatory
policies or regulations, or can design incentives to encourage voluntary adoption. In
addition to creating key drivers for adoption such as regulations or incentives, governments
recognize the need to address industry capacity to successfully implement EnMS by
providing technical assistance, designing and disseminating tools and resources, and
supporting broader workforce development programs to increase the number of qualified
energy management professionals in the market.
Countries are promoting adoption of energy management systems at industrial
plants through mandatory and voluntary programs. Table 6.2 compares examples of
programs and policies implemented in five countries.
