Comparative public administration is a field of study that seemed to die several times in the recent past but never did. This unusual ability to survive may indicate the usefulness of comparing public administration systems in differing countries. The beginning of the twenty-first century seems to signal the revival of CPA studies. The growing prominence of the governance paradigm and the increasing interest of scholars in studying administrative reform have brought scholars from many countries together to share their experiences and conduct comparative studies.
Today,I would argue,CPA studies are centered on the subject of administrative reform. However,the term "administrative reform" is sharpened by new buzzwords like "governance," "public management," and the "New Public Management."
In this chapter I first discuss recent developments conducive to the birth of the new CPA. Then I argue that there is an emerging paradigm in CPA that centers on the concepts and approaches of governance and public management. Finally, I suggest possible development trajectories for the emerging new CPA.
