Borst, Fingerle, and Neubert, in their conference report from 2009, write that libraries and projects using linked data need to regard the catalog as a network, publish their data as Linked Data using the Semantic Web standards laid out by Tim Berners-‐Lee, and link to external URIs.55 They also suggest libraries use and help to further develop open standards that are already available rather than rely on in-‐house developments.56 In their final recommendation, they write that while libraries need to publish their data as open Linked Data on the web, they should also try to do so with the “least possible restrictions imposed by licences in order to ensure widest re-‐ usability.”57
