Fraud where a card has been intercepted (stolen) during delivery to the customer and used before it was received by the customer which called Card Never Received. Fraudster may retrieve the pre approved card that left in the mailbox and the customer discard it without tearing up. The customer information which may be required to activate the card would be gathered from the bills those thrown away without tearing up or listened from the customers during talking via phone in public for making transaction via phone such as credit card number, ID number, birthday or so on.
