The paperinvestigatespossibilitiestousesolidbiomass(wood)resources.Itprovidesdetailedanalysis
on distributionofLithuanianwoodresourcesandevaluatespossibilitiestodeveloptheuseofabove
resourcesforheatandpowergeneration.EuropeanUnionaswellasLithuanianlegislationdeclares
promotionmeasuresforwoodasfuelforenergygeneration.Legaldocumentssuggestimplementation
via subsidizingofrawmaterialforproductionofwoodchipsforboiler-housesandadoptingspecific
promotionprogramfortheuseofforestrybiomassforboiler-housesaccordingtowhichthedifference
betweenpriceandcostsshouldbesubsidizedforproducersofsuchrawmaterial.
Directive2009/28/EBobligatesseparatecountriestodevelopNationalRenewableEnergyAction
Plans (NREAP),whichwouldprovidespecificpromotionschemesandtargetindicatorsforeachyear(up
to year2020).AccordingtothisDirectivetheEURESshareinfinalenergyconsumptionshouldreach
20%, andforLithuanianthisshareshouldbenolessthan23%,whiledistrictheatingsystemsshoulduse
no lessthan70%.Atpresentthetotalcapacityofwood-chip-fueledboilersreachedabove476.1MW.No
series obstaclescanbeseenforextensionofwoodfueluse.Therenewableenergycompromise18.1%of
primaryenergyannualgrossinlandconsumptionandcutoftheCO2 emissionsabout6%comparedwith
the levelon1990.AccordingtotheKyotoProtocolLithuaniamustreducedgreengasemissions8%in
the period2008–2012.Thesegoalscanberealisedbyincreasingoftheuseofbiomassasfuelforthe
energy production.
