"All calls must be charged on a per-second basis, while data will be charged for real usage," said Takorn Tantasith, secretary-general of the National Broadcasting and Telecommunications Commission (NBTC).
The maximum 4G tariff rate requirements were approved by the NBTC's telecomcommittee last week. Rates were based on average 3G service packages last year, he said.
The maximum 3G rate is set at 82 satang a minute for voice service, 1.33 baht a message for SMS, 3.32 baht a message for MMS, and 28 satang a megabyte for dataservice.
"4G tariff rates must not be higher than existing 3G service charges," said Mr Takorn.
Mobile users are expected to benefit from aggressive promotional 4G service plans thanks to the addition of new mobile player JAS Mobile Broadband, a bid winner in the 900-megahertz spectrum auctions.
Mr Takorn acknowledged that mass adoption of 4G would be a few years away. There are only 4.4 million 4G subscribers as of December, with True Move and Total Access Communication (DTAC) claiming 2.2 million each.
Mobile leader Advanced Info Service (AIS), through Advanced Wireless Network, plans to launch its 4G commercial service this month.

AIS chief executive Somchai Lertsutiwong believes 4G will not become mainstream in Thailand until 2017 because of limited availability of budget 4G smartphones and application software.
"The 4G market is at the entry stage. It will only serve the appetite of the high-tiermobile consumer space," he said.
Pritsana Ratanasuwansri, senior vice-president for postpaid business at DTAC, said entry-level 4G smartphone prices will decline to 2,000 baht by March from 3,500 baht last year because of fierce competition.
DTAC aims for 4G subscribers to rise from 2.2 million in 2015 to 4.5 million this year thanks to promotional mobile data packages.
"4G users spend 30% more on data services than 3G users," she said.
True Move aims to have a 34% market share of revenue by 2020, up from 20%, in a market worth 200-300 billion baht this year. JAS Mobile Broadband expects to have 2 million 4G subscribers in 2016, rising to 10 million by 2018 or a 10% market share. It expects revenue of 30 billion the first year.
