Impartial Protection of Life of All Beings: The most important duty of the Wheel
turning monarch is to ensure the life of human beings and other beings in his kingdom. A
ruler who is unable to provide the maximum security to the people, he is not, or will never
become the wheel turning monarch. His foremost duty is described as follows:
The cakkavattin provides the right watch, ward and protection for his own people, for
the army, for the nobles, for subordinates, for Brahmins, for householders, for town
dwellers, for country dwellers, for the religious (sumanabrahmanesu), and for birds
andanimals.21
