Many of the existing roads in the country have a twelve-foot-wide bituminous pavement on a thirty-tow-foot-wide formation. The project consists, therefore, of widening the pavement to twenty feet. In addition,it is necessary to widen or replace some drainage structures ant to make other minor improvements. The economic cost of a typical widening project is estimated at Rs750,000 a mile, including Rs600,000 for widening the pavement and Rs150,000 for structures and miscellaneous items. This is net of taxes and reflects a shadow rate for the foreign exchange component (primarily for bitumen) of 1.75 times the official rate. The estimated economic life of the investment is ten years.
