To break the paradigm of traditional post-consumer waste
management e reliance on voluntary household participation and municipal responsibility e governments are looking to the
adoption of producer and product responsibility schemes as a
means to achieve greater success. That is, polluter pay-based
schemes can reallocate/shift collection and management responsibility
among the primary or all parties responsible in postconsumer
waste management. The two most common frameworks
are extended producer responsibility (EPR) and product
stewardship (PS). As summarized by Nicol and Thompson (2007),
EPR requires producers to pay for the recycling of their postconsumer
waste whereas PS shares the costs of recycling to
include producers, consumers, governments, and other stakeholders.
More specifically, EPR extends the producer’s responsibility
to the post-consumer stage of the product’s lifecycle
and to incorporate environmental considerations into product
and packaging design (Nicol and Thompson, 2007). An important
feature of EPR is that physical and economic responsibility for
post-consumer waste management is shifted from local governments
to producers (OECD, 2001). While the producer is responsible
for the cost of recycling, consumers are responsible for
delivering the specific waste to a collection point. As noted by the
Organization for Economic Cooperation and Development (2001),
EPR is inherently a shared responsibility system as consumers,
