Once it acknowledges that there is a problem, the second
step for management is to develop a clear understanding of
the underlying principles and elements of TQM. Management
then demonstrates its commitment to quality through action.
Without this understanding, management's action will most
likely contradict TQM, confirming the doubts of the labor
force and dooming the effort to failure The findings of a
survey conducted by Gunaydin of a total of 143 construction
managers, designers, contractors and facility managers to
investigate TQM in the design, construction, and operation
phases of projects undertaken in the USA, indicated that the
level of management commitment to continuous quality
improvement was rated as one of the most important factors
that affect the quality of the constructed facility.
