the ability of applying the computer knowledge on
their specialty or related specialty. Ability of
analyzing and solving problems by computer should be
trained. And computer cultural literacy should be
enhanced.
It is also pointed out that basic computer teaching
should be organized and guided by the three rules of
“computer culture foundation education, the basic
computer technology education and basic computer
application education”.
It gradually became a guideline to BCE in college. It
indicated the importance of BCE in the higher
education system and a system of BCE courses was
established by its guidance.
In the past ten years, great changes have happened
in computer science and technology, for example, the
information superhighway, Internet, E-commerce...
The guideline need to modify again.
In 2005, therefore, non-computer professional subcommittee
of college computer education & instruction
committee of Education Ministry, China promulgated a
document, “instruction on further strengthening the
college BCE” [1]. In this document, the aim of BCE is
redescribed:
Student’s ability which should be cultivated is how
to obtain information, process information,
manufacture information related to his specialty or
hardware application in his specialty. College basic
computer teaching can be divided into two stages:
BCE as common fundamental education, computer
education related to specialty. And some schemes of
course construction are provided
