Some cities, especially in California, have provided a full range of services entirely by contract. Such an arrangement is called the Lakewood Plan after an early contract city. Production by contract is probably limited by, more than anything else, the ability to design a contract specifying the service qualities to be delivered. Even parts of the judicial system may be privately produces: California permits litigants to hire private jurists when court congestion or special expertise makes such procedure attractive to both parties
