Government organization result oriented and make strategic decision at top level management. The aim of government organization is increase performance and accountability. These organizations discourage lower staff participation in strategic planning. According to (Berman and west; 1998) “strategic planning is the most widely used productive important strategy in both municipalities and non productive organization.” (Berry, Stokes and Wechsler, 1995) define strategic planning as “ a systematic process for managing the organization and its future direction in relation to its environment and demand for external stake holders including strategic formulation, analysis of agency strength and weakness, identify agency stake holders, implementation of strategic actions, and issue management”. An organization develops its strategy for productivity. In strategic planning define organization objectives; make decision relevant to business development etc. These are long term decision and organization existence depends on these decisions. Majority organizations avoid lower staff participation due to risk factor. Asch and Bowman(1989)stated in study Participative Management and Job satisfaction by soonhee Kim “strategic decision concern the fundamental nature of the organization, including decision aboutactivities the organization should engage in the acquisition and divestment of resources, and the nature and pace of change.”
