The purposes of this research were: To study the problems into Activities to develop students moral development of children under the local government of Suratthani; The development and evaluation for teachers to use as a guide to learning, moral development activities. Preparedness has taken by 3 Stage 1: Problems of the Activities of morality. Ethics samples used in this study is the teachers of children under the local government of Suratthani 234 people, The questionnaire on the issue of moral Activities 2 aspects. Guidelines and evaluation activities with a Reliability of 0.96. The statistics used to analyze the data were mean and standard deviation. 2: The results of the study a problem from step1 to 5 experts determined the complete revision of the Manual. 3: evaluation of manual the samples used in this study is that teachers totaling 40 people. Derived from samples totaling 234 people in to determine the suitability of 5 aspects
The research results revealed that the overall problem condition was in the high level into 2 aspects. Developed from studies of the components the guide was taken to 5 specialists verifying for Index of Item Objective Congruence (IOC). The IOC value was 0.97.
