4) Power Relations
CBT involves many stakeholders. In fact, the major stakeholders of CBT are only host community and tourists; the others can be considered as supporting agents. Power relations are formed among these stakeholders. According to Foucault, power relations are discursive relationships of power/knowledge from different worldviews as stakeholders (Foucault, 2002). Misunderstanding in power relations between CBT stakeholders often
becomes conflicts; particularly power that state, class and individual employ to possess something, or power that flows from top authority down to community (Olssen, 1999). Power relations among stakeholders result in inequality in CBT.
